12/15/2025: Important Reminder
We want to remind applicants that under NNME’s “Other Transaction Agreements” (OTA) structure, subcontracts will be issued to the Lead Organization for each Regional Node. The OTA awarded to the NNME Hub Operator is not a financial assistance award and therefore does not follow the Uniform Guidance (2 CFR Part 200) and neither will subcontracts issued by the NNME Hub Operator. Please also refer to the RFP Questions and Answers on the NNME website, specifically responses to questions 31- 44. Further, the government has no privity of contract with Regional Nodes. Subcontracts between the NNME HUB Operator and each Regional Node will be governed by the terms and conditions established in the executed subcontracts.
Subcontracts will not be issued on a cost reimbursement basis. Instead, the OTA, including its subcontracts, will be milestone based. The proposed milestones and price-reasonableness of the milestones will be examined as part of the merit review process. Regional Node applicants are encouraged to be mindful of overhead costs and should ensure that the Lead Organization can negotiate overhead costs on behalf of the Regional Node and their downstream performers. The NNME Hub Operator is committed to ensuring that NNME Program Funds, including those distributed through the Regional Nodes and their Performers, are used to build and expand training programs to secure America's microelectronics future.
